Clarification about flight school

Just to belatedly advise you all of the recent press and other chattering about Council inviting FTQ to reapply. Quite simply we have not invited them to reapply. Anyone can apply at any time to develop within our region however Council had an outstanding resolution that required finalizing and this is the result included below.

Council determined the main issues that it requires if FTQ wanted to reapply to come to our airport. In other words Council has clearly stated publicly the issues that we would require to be resolved for FTQ to reapply which they, or any other group, are free to do. I believe that this resolution in no way implies that FTQ are ‘invited’ to reapply and it in no way implies that Council would necessarily be in favour of any application forthcoming. It does however publicly outline the issues that Council would want to have addressed.

It is also important to remember that for a flight training group to come to a Council owned airport wanting to build a school, requires two separate processes. A Development Application (to build buildings etc) as well as a Lease etc. Both processes are separate but a school cannot be set up on Council owned and controlled land without both being successful.

I hope that this information helps you. I believe the conditions that Council has outlined are stringent and responsible ones.

ORD 15.2 Flight Training Queensland – Progress Report

RESOLUTION ( Brooks / Hawes )

That, in the event that Flight Training Group wish to recommence negotiations, the Chief Executive Officer be delegated authority to recommence negotiations with the Flight Training Group subject to the following:

1. Commercial Return – to meet the requirements of the Department of Local Government. This will be achieved through the structuring of a commercial lease agreement which ensures that the project remains cost neutral to the Council and takes into account all of the fees, charges and borrowings to be made to Council by the Flight Training Group.

2. Insurance requirements – to address the concerns raised through the Risk Assessment there is a need to insure or adequately indemnify the Council against potential claims due to noise or other issues associated with the operations of the Flight Training School and increase in aircraft noise.

3. Development Application – a new Development Application is required along with a second round of public advertising to ensure compliance with the requirements of the Integrated Planning Act.

4. Community consultation is to be undertaken in both Maryborough and Hervey Bay outlining the proposal and the implications for Council and the community.

5. Finalisation of the above arrangements will be by Council resolution.

    Hi again, what happened to the first series of mass flying school posts, and Keith Morgan’s letter of spin? Were they too useful for other Councils/regions to generate debate from? I hear international flight training groups are searching to secure desirable areas of Queensland to operate in, before a responsible National Aviation Policy matures. Learn from Parafield, Moorabbin, Jandakot, Archerfield & Townsville to be, Coloundra etc –

    As Maryborough Council owns its airfield, the Councillors could not get insurance to indemnify themselves for the adverse consequences that WOULD occur if they went ahead with the mass flight training proposal. Thats why its complex, FTG wont take the rap.

    In your header paragraph you claim these flying schools are professionally run, yes, by highly paid: Commerce Lawyers; Public Relations experts; so called ‘independent’ Environmental Consultants etc. This will be at the expense of the average Maryborough Resident’s amenity, health, while they remain polluted and impoverished. It’s undemocratic and imperialistic, benefiting a few.

    Interested about more Flight Training Group spin at Parafield? It’s the same Chinese HK tax-haven based mob running Flight Training Queensland. Similar structured organisations are popping up all over the popular parts of this country. Convenient attractive regions offering ‘lifestyle’ is what these loophole seeking carpetbaggers seek for their lucrative temporary clients, leaving locals polluted for decades. If they propose operating near you, you ought to fully inform all those effected, but how do you find the truth? Sometimes its not obvious, but below is a typical example how this form of aviation ‘consults’ locals.

    You may be interested to know that Flight Training Group have been flying faulty aircraft, flown by novices, over well established suburbs now for over two years – but that is not easily found in publicly available documents.

    A fleet of these ‘unproven’ aircraft have been used extensively over surrounding Parafield suburbs since about April 2007. Stalling and sputtering engine sounds over housing were commonplace.     As the CEO of the Chinese owned Flight Training Group, Keith Morgan would have known about these unresolved aircraft problems at the time he was spruiking the so called benefits of mass foreign flight training extensively polluting half of residential Maryborough ¬mid 2008. ‘Business as usual’ at Parafield – All of Sunday, 5July 2009 there was not 10 minutes peace without a training or recreational over flight polluting vast suburban areas within the uncontrolled airspace around Parafield. The following Monday 6July 2009, there was 50 to 100 overflights per hour, for approximately 12 hours till ¬9:30PM! This can continue all days throughout the week, over the same thousands of homes. That’s not one every five minutes, I do not know where that idea comes from. It takes about 5 minutes to fly a circuit, but they often put up 6 or more aircraft doing the same circuit, at the same time!

    Little wonder the same people complain, most give up. Disgusting, and another reason South Australian and Federal Government Departments need an ICAC.

    Oh, and would you like to be reminded what low flying ‘light aircraft’ training sounds like, 4kilometers obtuse from the runway, in a typical backyard, here is a 80+ decibel sample, have a listen to recording V0924012 on this web page here:

    The newer so called quiet planes are hardly perceivable claimed 2-3decibels less noise, but of a more thrashing quality.

    Absolutely sickening, a lot more annoying per decibel than jet aircraft, relentless, and the only guarantee to be spared is stormy weather. Anyone believing these to be ‘quiet little birds’ must be deaf, or a twit. This rot is supported by Federal Departments of Transport (which run Airservices Australia), Foreign Affairs and Trade, irresponsible State Governments and spun media. I hope this helps a better understanding what your Council needs to deal with.
