A few signs along the foreshore saying words to the effect.

Litter is everyones responsibilty, your rates pay to clean up. also

Roster bylaws officers, working 9 - 5 won&#039;t catch any one, how
about a patrol 5pm til midnight?

Having a visual presence deters a lot of people.

		<description>Sadman. Thanks for picking up the rubbish and yes officers would fine offenders if we could catch them! Let me know if you have some financially responsible suggestions as to how better to detect offenders. 
Jack. I agree but think that luckily we do have room for some more people on our beaches and in our parks. But yes I often wonder how come locals don&#039;t use the beach more....
Pat. I enjoy writing but never seem to find the time. I wish I could express myself orally better than I do however. Thanks for the supportive comments I appreciate them.</description>

		<description>sue, I was at the meeting with interested friends and took in all the comments made by key speakers (some amateurs and some excellent) and several of the more vocal attendees. Some excellent points were raised which are yet to be properly addressed by Council to date.  Peter Chapmans editorial in Saturdays Chronicle sums up the whole scenario objectively and is pretty much spot on!  Pity he wasn&#039;t a key speaker!</description>

I don&#039;t know how easy these words of yours flow to paper, but if they come easy to you, I suggest you think seriously about doing more writing.  Those two posts were wonderful regardless of whether someone agrees with the message or not.   You have a way with words.</description>

		<description>I have lived in Hervey Bay for 22 years and the only people who want to change the foreshore are the developers who want to make a quick buck and get out. I have seen the population rise from about 15000 [great place to live then] to 50000 [not so good now]. I do not know why the other 35000 people came to Hervey Bay but it is not to go to the beach. Go to the beach any day any time and count the number of people on the beach. Not many at all.Perhaps the rest are all potential developers.</description>

I agree with 90% of your post, but you must have been lucky or peddleing really fast! Too fast to see. I walk the Esplanade every day and see and pick up far more then 4 items of rubbish. Many other early morning walkers also pick up other peoples rubbish. Sad to say we have a dirty minority in our city a few bylaws officers handing out fines might help.
